Maharashtra Labour Welfare Board

With the enactment of the Bombay Workers Welfare Fund Act, 1953, a labour welfare fund and autonomous body was established. "Bombay Kamgar Kalyan Mandal", established on 1st July 1953, was renamed "Maharashtra Kamgar Kalyan Mandal" after the birth of Maharashtra State on 1st May 1960. 

Maharashtra is the pioneer State to conceptualize and implement labour welfare scheme for the workers and their family members in the country. In those days, under the Bombay Presidency, in 1938, the first labour welfare center had been started by the government in the Delayle Road (Now renamed as N.M. Joshi Marg)which was implementing welfare programs at and near the work place of majority of the workers working in mills, factories etc. To prevent workers from getting addicted to liquor, gambling and spending their past time in productive work was the motto initially. The Government aimed to give the labour an opportunity to carry out their development. The government started the labour welfare center in order to provide library facilities, reading rooms, indoor and outdoor games and entertainment programs in the colonies of the labour. 

An autonomous board were established in accordance with the Bombay Workers Welfare Fund Act of 1953. Since then this board is implementing welfare schemes for the workers and their families outside the work place.The Mumbai Kamgar Kalyan Mandal established on 1st July 1953 was renamed as "Maharashtra Kamgar Kalyan Mandal" after the birth of Maharashtra State. 

The Government created a separate welfare fund for the welfare work of the labour by ratifying the Maharashtra Labour Welfare Fund Act, 1953, in June 1953.The responsibility for doing welfare work for the labour by forming a separate welfare fund had been assigned to the employee, employer and the government through the (then Bombay Labour Welfare Fund) present Maharashtra Labour Welfare Board. Employees, employers, women, and independent members are appointed in the Board by the government.The committee consists of 26 members, including the Chairman as the head. This member includes 6 workers representatives, 6 owner representatives, 6 female representatives and 8 independent representatives.The tenure of this board is for 3 years. The board shall hold meeting atleast once every 3 month. The Board Chairman coordinates in these meetings. According to ordinance passed on 7th January, 2002 by the Government of Maharashtra, through Industry, Energy and Labour Department under the Mumbai Labour Welfare Fund Act, 1953, under section (4) provision,has appointed Principal Secretary, Department of Finance or his nominated representative and Principal Secretary, Labour Department or his nominated representative will be the permanent member the Maharashtra Labour Welfare Board.
